Pashayev Vusal was born on February 23, 1973 in Tovuz. In 1994, he graduated from the Faculty of Mechanical Engineering of the Azerbaijan Agricultural Academy with honors.

He started working as a graduate student at the Academy of Agriculture in 1994. In 1997-2005, assistant, head teacher at the Department of "Tractors, cars and traffic management" at the Academy of Agriculture, in 2005-2007, specialist in the Transport Department of the "Road Service" Department of the Ministry of Transport, in 2007-2011 in the National Association of Rural Municipalities of Azerbaijan worked as the head of the center and executive secretary. Candidate of technical sciences. Since 2011, he has been working as the executive secretary of the National Association of Rural Municipalities of Azerbaijan
